The white paper provides an actionable framework to implement a “just energy transition” to mitigate socioeconomic impacts on workers, communities, and the environment as coal power plants are phased out. It presents a three-stage framework for decision-making, engagement and planning, and transition assistance. This work was supported by the U.S. Agency for International Development and developed by the ASU Just Energy Transition (JET) Center and the ASU Laboratory for Energy And Power Solutions (LEAPS). Key principles include prioritizing community engagement, stakeholder mapping, and ensuring long-term sustainability. Challenges include insufficient data, low civic engagement, financial constraints, and regulatory gaps. The document highlights the need for tailored transition plans that reflect the unique needs of each community. Comparative case studies from the United States, Kosovo, and Indonesia provide practical insights. USAID’s expertise is identified as uniquely suited for supporting equitable transitions through policy guidance, financing, and community engagement effort.
